STRATEGI ADAPTASI ORGANISASI DALAM MERESPONS DISRUPSI TEKNOLOGI DAN DAMPAKNYA TERHADAP KINERJA ADAPTIF PEMERINTAH DAERAH

Disrupsi teknologi digital menuntut organisasi sektor publik untuk mengembangkan strategi adaptasi yang mampu menjaga kinerja. Penelitian ini menganalisis pengaruh disrupsi teknologi terhadap strategi adaptasi organisasi serta dampaknya terhadap kinerja adaptif instansi publik di Kota Bandung, dengan strategi adaptasi sebagai variabel mediasi. Penelitian menggunakan desain mixed methods sequential explanatory. Data kuantitatif dikumpulkan melalui survei terhadap 150 aparatur sipil negara (ASN) di berbagai instansi Pemerintah Kota Bandung dan dianalisis menggunakan SEM-PLS. Data kualitatif diperoleh melalui wawancara mendalam terhadap 12–15 informan kunci untuk menjelaskan temuan kuantitatif. Hasil menunjukkan bahwa disrupsi teknologi mendorong strategi adaptasi organisasi yang pada gilirannya meningkatkan kinerja adaptif, dengan mekanisme mediasi parsial. Temuan kualitatif menegaskan peran kepemimpinan adaptif, fleksibilitas organisasi, kompetensi digital, dan budaya pembelajaran. Studi ini berkontribusi secara teoretis melalui integrasi contingency theory dan dynamic capabilities dalam konteks pemerintah daerah, serta secara metodologis melalui penerapan mixed methods berbasis SEM-PLS untuk menjelaskan mekanisme adaptasi organisasi sektor publik.
Studi ini mengedepankan literatur transformasi digital sektor publik yang secara empiris menunjukkan bagaimana adaptasi organisasi beroperasi sebagai mekanisme mediasi dan bukan sebagai hasil langsung dari disrupsi teknologi.
