RESISTENSI TENAGA KESEHATAN TERHADAP IMPLEMENTASI REKAM MEDIS ELEKTRONIK

Rekam Medis Elektronik (RME) merupakan infrastruktur strategis dalam transformasi digital layanan kesehatan. Meskipun menawarkan peningkatan mutu, efisiensi, dan keselamatan pasien, implementasi RME sering menghadapi resistensi signifikan dari tenaga kesehatan. Resistensi ini bukan sekadar hambatan teknis, melainkan kegagalan strategis yang mengancam return on investment dan keberlanjutan transformasi digital. Penelitian ini merupakan systematic literature review dengan pendekatan naratif (meta-synthesis). Sebanyak 10 artikel ilmiah bereputasi internasional yang terbit antara tahun 2019–2024 ditelaah secara kritis. Artikel diperoleh dari database Scopus, PubMed, dan ScienceDirect. Sintesis tematik digunakan untuk mengelompokkan faktor resistensi dan strategi intervensi. .Resistensi tenaga kesehatan bersifat multidimensi, mencakup aspek: (1) gangguan alur kerja dan otonomi klinis; (2) beban kognitif dan desain sistem yang tidak berpusat pada pengguna; (3) kekhawatiran etika dan keamanan data; (4) kompetensi digital dan dukungan yang tidak memadai. Dari perspektif strategik, resistensi berdampak pada penurunan produktivitas, peningkatan turnover, risiko keselamatan pasien, dan stagnasi inovasi. Intervensi efektif mencakup kepemimpinan transformasional, keterlibatan pengguna sejak dini, manajemen perubahan terstruktur, dan penyelarasan insentif. Resistensi terhadap RME merupakan masalah manajemen strategik yang memerlukan pendekatan sosioteknikal terintegrasi. Keberhasilan implementasi RME tidak ditentukan oleh kecanggihan teknologi, melainkan oleh kemampuan organisasi dalam mengelola aspek manusia dan perubahan. Diperlukan riset intervensi berbasis bukti dalam konteks kesehatan Indonesia.
